摘　　要：社会保障水平是社会保障体系中的关键要素,合理的社会保障水平是体现社会保障程度高低的重要指标,国外经验表明,在社会保障制度发展初期,社会保障水平增长普遍慢于经济的增长,构建黑龙江省农村社会保障体系发展模式可以从不断探索新型农村合作医疗的实现方式、完善农村最低生活保障制度、完善农村养老保险制度等几个方面入手。The social security level are key elements of the social security system, a reasonable level of social security is an important indicator refleets the level of social security, foreign experience shows that early stages of development in the social security system, the level of social security growth generally slower than economic growth, build Heilongjiang Province social security mode of development of rural social security system can be continuously explore new rural cooperative medical care are implemented, improve the rural minimum living security system, improve the rural old - age insurance system, and several other aspects.
