周宝信:实施标准战略 提升核心竞争力

摘　　要：记者近日获悉,TD-SCDMA(以下简称"TD")三期网络建设投资规模将达580多亿元,这一数字甚至超过了TD一期和二期的投资总和,TD运营的快速发展更加吸引业界的关注。作为中国电信业百年史上的重大突破,从标准制定到技术完善再到逐步实现产业化,TD走出了一条以标准创新带动产业发展的道路,其中有哪些经验值得借鉴?通信标准领域近期还有哪些热点值得关注?日前,《世界电信》记者(以下简称"WT")采访了中国通信标准化协会(CCSA)秘书长周宝信。周宝信认为,拥有我国自主知识产权的通信标准对于产业的发展起到了巨大的推动作用,而完善的标准研究体系与机制正是实现上述目标的重要保障。随着基于具有我国自主知识产权的TD、软交换和IPTV等设备的大规模使用,通信标准对我国信息通信领域的巨大作用必将日益凸显。Recently, the investment in the third phase of TD-SCDMA network construction (hereinafter referred to as TD) amounts to around 58b yuan. As a big breakthrough in the 100-year's history of China telecom industry, ranging from standard-making, improvement of technology to gradual realization of industrialization, TD has been on a road where standard innovation jump-starting the development of industry. Recently, the journalist from world telecom interviewed Zhou Baoxin, the general secretary of China Communications Standards Association, who thought that the communication standards with China independent intelligent property rights have been given a great driving force to the industrial development. And the greatly-improved standard study system and mechanism have been serving as a guarantee for above goals. With the large-scale deployment of TD, Soft-Switch and IPTV and other technologies with China independent intelligent property right, communication standards will surely make a more prominent contribution to China communication industry. CCSA has made much progress on standard-making and studying in terms of 3G, optical communication, energy-saving and emergency communications.
