摘　　要：作为党员主要流出地的农村基层党组织,必须明确在建立健全城乡一体党员动态管理机制中的职能定位:在"城乡一体信息采集管理"系统中,科学界定农村基层党组织信息采集职能;在"城乡一体组织双重管理"格局下,加强与流入地党组织的分工、协作与配合;在"城乡一体关怀激励管理"网络内,把教育管理与关怀服务相结合;在"城乡一体网络互动管理"平台上,不断提高信息管理技术水平。The rural Party organizations, where most migrant Party Members come from, must make clear their functional position in estahlishing and perfecting the dynamic administrative mechanism of rural-urban Party Members as an organic whole. Firstly, scientifically define the function of the rural Party organizations in the system of ＂the Information Acquisition Management of Rural-urban Integration＂. Secondly, reinforce the division of responsibility, cooperation and coordination with the Party organizations of the assembling places in the framework of ＂Dual-administration of the unified rural-urban organizations＂. Thirdly, combine the education administration and the passionate services in the network of ＂Passionate Management by Motivation of Rural-urban Integration＂. Fourthly, continually improve the lechnical merit of information management in the platform of ＂Rural-urban network inter-dynamic management＂.
