摘　　要：以保障城市在特大地震、大震、中震情况下的城市防灾功能和居民生命安全为前提,重点研究了城市防灾对城市规划和建设的限制性条件、合理规划城市防灾安全空间架构和布局、规划防灾基础设施和城区防灾建设要求,从而做好城市抗震防灾工作。This paper mainly discussed the restrictive condition for urban disaster mitigation on urban planning and construction,suitably spacial layout of safety urban planning,construction requirement and planning of lifeline system and city-block for disaster prevention.All these are based on people s safety and disaster mitigation function under huge,big,and normal level of earthquakes,so as to do well urban earthquake disaster prevention.
