摘　　要：目的:探讨温州市新型农村合作医疗(以下简称"新农合")运行模式存在的问题并提出政策性建议。方法:通过问卷调查方式对温州市新农合运行模式进行研究。结果:新农合存在政策对农民的吸引力不足、农民的参与意愿不高、政府投入不足、筹资模式单一等问题。结论:温州市的新农合应借鉴兄弟城市的成功经验,建立门诊和住院筹资与报销单立的农村合作医疗模式,并可将商业保险引入新农合领域。Objective：This paper is to investigate the problems in operating the model of the new rural cooperative medical scheme in Wenzhou and make some recommendations on policy for them.Methods：By means of the questionnaire,a research is conducted on the oper- ation model of the NCMS in Wenzhou.Results：The problems in operating the NCMS in Wenzhou lies in the little appeal of policy for farmers, the low interest of the farmers＇ voluntary participation,the inadequacy of government investment and the unitary mode of raising funds.Con- clusion：Drawing on the successful experience of the fraternal cities,a new model of the NCMS is established in Wenzhou,which combines out- patient service with inpatient service and raising funds with single reimbursement,and the commercial insurance is also introduced tothis new field.
