强制外交：西方国家军事外交的核心内涵--兼论中国军事外交不同于西方强制外交的哲学基础

摘　　要：西方国家的军事外交的核心内涵是"强制",表现为"强制外交"。而中国军事外交概念则突出"交往",中国把加强互信、促进真正的和平作为军事外交的根本目的。西方国家军事外交建立在人性恶和权力政治基础之上,因此其内在表现则具有很强的胁迫性,而中国的军事外交则是建立在"善"的传统儒家交往思想,以及当代中国的和平共处五项原则和"互信、互利、平等、协作"的新安全观基础上,实践中具有多样性、平等性、互利性、合作性和预防性等特点。西方国家把正常平等的军事交往或预防性的军事外交作为策略考虑,通过军事外交达到了解对手并最终控制对手的目的。而中国的军事外交通过交流和合作的方式,谋求国际社会的共同合作和共同发展,把安全和发展结合,把自身和外界利益紧密联系,彰显"不自生,故能长生"的战略智慧。With coercion as the core,military diplomacy in the West is actually 'coercive diplomacy' ,while China's concept of military diplomacy ,emphasizes exchange,never highlighting adversary or enemy. China regards the strengthening of mutual trust and promotion of peace as his basic goal. Western military diplomacy is built upon the concept of evilness of human nature and power politics,so its nature involves strong coerciveness. Instead,China's military diplomacy is based on traditional concept of good which is the idea of Confucianism,and the contemporary Five Principles of Peaceful Coexistence and new security theory,featuring variety,equality,mutual benefit,cooperation and prevention in practice. The West considers military exchanges or preventive military diplomacy as tactics,through which they can understand their adversaries and finally control them. China's military diplomacy,however,is to achieve cooperation and development with international society through exchanges and cooperation. China links internal security issue with development issue and integrates its own interest with outside interest. The behaviors show a strategic wisdom of 'not seeking self interest,so surviving forever.'
