改革开放30年我国公共科技管理制度的演变与启示——基于演化经济学视角

摘　　要：有别于新古典经济学,演化经济学为研究动态经济系统的变迁提供了更富洞察力的视野。在这一视角下,界定了公共科技管理的内涵,梳理了我国改革开放30年来公共科技管理制度的演化历程,得出市场化、政府的适度干预、自主创新作为科技体系的优良基因被经济体系筛选出来并得以保留等演化特征。基于此,结合演化经济学的经济政策观总结出了我国公共科技管理的经验,并对构建自主创新导向型公共科技管理制度提供了有益的启示。With the difference from the neoclassical economics, evolutionary economics provides a more insightful perspective for studying the dynamic changes in the economic system. In the right perspective, this paper defined the meaning of Public Science and Technology Management, evolution of Chinese Public Science and Technology Management Institution since opening-up, and elicited its evolutionary characteristics, such as the market, systemized the process of the 30-year of reform and the government＇s modest intervention and independent-innovation as excellent genes of science and technology system were screened out of and retained in the economy system. Then, according to economic policy theory of evolutionary economics, this paper summed up some experience about the Public Science and Technology Management, and provided some useful revelations that help build independent-innovation-oriented public science and technology management system.
