摘　　要：公共政策是政府输出的主要产品,政府通过政策来实现其对社会公共事务的管理,但政策从制定到预期目标的实现,还必须经过一个复杂的政策执行过程。在执行过程中由于多方面的原因,导致政策执行出现种种问题,严重危害了政策的权威性、完整性,影响了政策执行的效力。因此,研究公共政策执行问题,提出解决对策,是理论与现实的迫切要求。Public policy is the main product of government outputs, and the government can realize its management to the public affairs through various kinds of policies. However, from the policy formulation to achieving the desired objectives, policy must go along a complicated process of implementation. However, due to various reasons, policy implementation will meet many problems, which severely impairs policy＇s authority and integrity and affects the effectiveness of policy execution. Therefore, it is an urgent task for theory and practice to research the problems in public policy execution and to propose some relative countermeasures.
