摘　　要：行政监督制度与权力格局的动态平衡是研究行政权控制的一个新视角,也是控制行政权的重要规律。本文阐述了行政监督制度与权力格局的对立统一关系,以及行政监督制度与权力格局动态平衡的内涵与特征。The dynamic balance between administrative supervision system and power structure is a new research perspective of administrative power controlling, and it＇s also the key rule of effective control to administrative power. The thesis analyzes the contradictory relationship between administrative supervision system and power structure, and illustrates the connotation and major characteristics of its dynamic balance.
