摘　　要：西部农村基础设施供给的PPP模式可以整合社会多元主体力量,加大投入,提高西部农村基础设施的供给效率。然而,目前我国西部农村基础设施PPP模式在运用中还存在私人产权界定不清,以及政府职能错位、缺位等突出问题。西部地方政府要提高认识,切实转变职能,明晰PPP项目的产权,完善扶持政策,为西部农村基础设施供给的PPP模式营造良好的运作环境,加快社会主义新农村建设的步伐。The PPP mode of western rural infrastructure can integrate the multicultural strengths in society, increase the investment and improve the supply efficiency of the western rural infrastrueture. However, there still exist some problems in the application of the PPP mode to China＇ s western rural infrastructure at present, including the illegibility of private property rights,the dislocation or the lack of government functions and so on. Therefore, the western local governments should strengthen the understanding of the PPP mode.change government functions effectively, clear property fights of the PPP projects and improve the support policies so as to create a good operating environment for the PPP mode in western rural infrastructure, and quicken the pace of socialism new rural oonstruction.
