摘　　要：正在进行的集体林权制度改革,对国家经济建设特别是在农业发展、农民增收致富、改善生态及应对气候变化,都将产生无可比拟的巨大作用。要明晰产权,放活经营,加强扶持,搞好服务。林业在贯彻可持续发展战略中林业具有重要地位,在生态建设中林业具有首要地位,在西部大开发中林业具有基础地位,在应对气候变化中林业具有特殊地位。林业发展应实行全国动员,全民动手,全社会办林业;要大力推进林业重点工程建设;要全面加强林业基础设施建设;要大力发展林业产业,把兴林和富民紧密结合起来。The ongoing reform of collective forest right system, will play a great role unmatched role in China＇s economic construction, especially in agricultural development, farmers to get rich and improve the ecology and deal with climate change. To clear property rights, and deregulation, management, strengthening the support and good service. And forestry in implementing the strategy of sustainable development in forestry has an important status, in the forestry ecological construction in a prime position, in the western development of forestry with the foundation of the forestry, in addressing climate change has a special status. Development of forestry should be implemented national mobilization, should vigorously promote the construction of key forestry projects; to comprehensively strengthen the forestry infrastructure construction; to vigorously develop the forestry industry, Forestry, and enriching forestrty to be closely integrated with bettering farmers＇ livelihood .
