摘　　要：通过对森林生态效益的内在特征及森林生态效益补偿制度法定性的分析,研究完善森林生态效益补偿制度理论依据和现实依据。针对现行森林生态效益补偿制度存在的缺陷和实际操作中的诸多问题,指出完善森林生态效益补偿制度的现实必要性,系统提出完善我国森林生态效益补偿制度的新思路和新途径。The paper does the intrinsic characteristics of ecological benefits of forests and the statutory compensation system of analysis, study and perfect theoretical basis and practical basis of the forest ecological benefit compensation system. According to the current flaws in the system and actual operation of the many issues of forest ecological benefit compensation, it gives that the reality of the need to improve the forest ecological benefit compensation system, put forward new ideas and new ways for a sound system of forest ecological benefit compensation system.
