欧洲创新计分榜的新进展——对构建我国国家知识产权战略实施绩效评估指标的启示

摘　　要：研究最近四年欧洲创新计分榜的指标设计,对构建我国国家知识产权战略实施绩效评估指标有所启示.构建知识产权输入类的知识产权人力资源、知识产权的支出占GDP的比例、知识产权输出、知识产权战略实施绩效与人均国内生产总值之比值等指标,并根据我国地区发展水平不平衡状况,将我国分为东部领先型、中部追赶型、西部落后型等不同地区体系.在构建我国知识产权战略实施绩效评估体系时要讲究其战略性与战术性、全面性与重点性、稳定性与灵活性、客观性与主观性、可比性与可操作性等特点.The research on the recent four years＇ indicator design of European Innovation Scoreboard enlightens the performance evaluation indicators system of the implementation of Chinese national intellectual property strategy. Such indicators should be included in consideration as human resource of intellectual property right （IPR） , the percentage of the IPR expense in GDP, the output of IPR, the ratio of implementation performance of intellectual property strategy in GDP, etc. According to the area development imbalance, China can be categorized into three parts of the leading eastern area, the catching-up middle area and the lagging western area. When constituting the performance evaluation indicators system on the implementation of national intellectual property strategy in China, it should possess the comprehensive features, namely strategic and tactical, all-sided and one-sided, stable and flexible, objective and subjective, comparable and practical.
