摘　　要：党的高级干部是领导干部队伍的精英,其队伍建设状况直接决定了全党建设的状况。正是基于这样的认识,中共第三代领导集体把党的高级干部队伍建设作为党建核心工程来抓,提出了党的高级干部应该成为会治党治国的政治家,要带头学好用好理论,要"善于从政治上观察和处理问题",要严守政治纪律,要带头发扬党的优良传统和作风,要高度重视培养年轻干部等方面的基本要求,对党的高级干部队伍的建设起到了重要推动作用。The membership of senior cadres is the elite of the party, whose building will determine the building of the party. It is based on this understanding that the 3rd generation CPC leaders with Jiang Zemin at the core considered the building of the team as a core project in the party＇s development. Requirements are hence put forward that the official cadres should be politicians who can govern the party and country, and they are to be the first to learn and use well theories, to be good at observing and dealing with problems politically, to abide by political disciplines, to take the lead in carrying forward the Party＇s fine traditions and working style, to attach great importance to the training of young cadres and etc, which have played an important role in promoting the building.
