长三角区域发展的资源环境约束与调控

摘　　要：长三角区域目前处在人口、产业进一步向城市集聚的重要时期,但土地集约利用、水环境整治、生态维护等仍是区域发展的主要约束因素。在区域发展资源环境约束要素分析基础上,提出主要调控途径:依据区域经济发展阶段特征,实施相对宽松的基本农田保护政策,实行土地利用分区管制,优化区域土地利用结构,设定土地利用投资门槛;加强重点流域、区域的水污染防治,确保江河湖库饮用水源安全,加强近岸海域生态环境保护,实施跨区域重大生态环境问题及协调途径;划分重要生态功能保护区,并实施生态保护分区管制。The area of Yangtze River Delta is in the phase of population and industries gathering towards urban, and its development is still constrained by land use, water environment and ecological protection. On base of the analysis of resources and environment factors of affecting regional development, the paper proposes some control measurements. Based on stage of economic development of regional characteristics, there are basic measures are needed to implement a relatively liberal policy of basic farmland protection, land use zoning to control, and to optimize the structure of the regional land use, land-use investment threshold settlements; to strengthen the focus of river basin, regional water pollution control, to ensure that rivers, lakes, drinking Library with water safety, coastal eco-environmental protection, the implementation of major cross-regional eco-environmental problems and co-ordinate the way; to mark out importantecological function protected areas and propose protection governments measurements.
