摘　　要：随着互联网视频业务的迅速发展,互联网视频业务新的发展模式和良性产业链急需建立,国家有关部门也加强了监管和引导,以寻求发展与监管的平衡。借鉴传统电信网络的成功经验,试图从合作共赢的角度出发,提出基于"统一平台"以电信运营商为主导,在相关部门监督下,多方参与的互联网视频业务发展模式,以促进互联网视频业务的健康有序发展。With the of Intemet video servers rapid development, the innovative commercial mode and healthy industry value cycle should be built, government departments also focused on the supervision and guidance of lnternet Video in order to balance the difficult problem of development and supervision. Using the successful operation experiences of traditional network, obeying cooperative win-win viewpoint, the innovative Internet video commercial mode based on the united services platform which network carrier dominated, other ISPs participated, monitored by correlative government department was provided to develop Internet video orderly.
