摘　　要：目的:回顾北京市流动人口公共卫生管理的政策背景和变迁历程,为改进和完善政策提供参考依据。方法:采用文献综述法与对比分析法,分析北京市流动人口公共卫生管理的政策背景,比较分析既往与现行政策的影响,并分析政策走向。结果:北京流动公共卫生政策可以划分为起步建设、控制调整、管理向服务转化这三个阶段。总体趋势是对流动人口的权益维护逐步加强,"强制性"管理方式被更为人性化的方式取代。建议:下一步的公共卫生政策应进一步增强公平性,推进管理向服务的转变,增强科学性和针对性。Objectives： The study is to analyze the effect and faults of the policy through reviewing the literature about Beijing public health policy and the background references. It is expected to provide suggestion to improve the policy. Methods： Use literature review method to analyze policy literature and carry out comparative analysis on policy in different phases. Results ： Public health policy on Beijing floating population could be divided into initiative phase, adjustment phase and improvement phase. Generally, the policy was improved to protect more on the human rights on floating population. The policy approach has been changed in a more humane style from traditionally mandatory style. Conclusions： In future policy, health fairness would be improved, policy would focused more on service rather than management, the policy approach will be more scientific and specified on the target population.
