摘　　要：随着信息网络技术的飞速发展,信息内容依托数字化、网络化媒介传播逐步成为主流,并正在从根本上变革科技信息(情报)服务的理念、手段以及方式方法。加强网络和资源"两种能力"建设,已经成为新形势下稳定提升科技信息机构服务质量水平的重要保障。本文对此作了比较深入细致的理性思考,提出了有针对性的重点工作任务和推进措施。With rapid development of information ＆ network technology, the digitalization and networking process of information content is radically changing the philosophy, approach and method of information service of Sei-Tech information （intelligence） institutions. The focus has become vital guarantee for improving service quality of Sei-Tech information （intelligence） institutions under new circumstances. In this paper the author gives thorough and reasonable thinking to above topic, and proposes corresponding key tasks and countermeasures.
