构建乡村卫生一体化管理的长效机制:以山东省海阳市为例

摘　　要：乡村卫生服务一体化管理是搞好村卫生室工作的关键一环,尤其是在推行新型农村合作医疗即时补偿的地区,如果不实行一体化管理会增加监管风险,门诊统筹很不安全,进而危害新型农村合作医疗基金的安全,最终损害参合农民的积极性和信任度。但是由于各地在20世纪90年代的乡村卫生服务一体化管理推行过程中急于求成,仅仅在形式上完成了一体化建设,并未实现真正意义的一体化,不利于农村卫生长效机制的建立。课题组对经济情况在山东省居于中游水平的海阳市的乡村一体化管理工作进行了研究,从中发现一体化管理的成功经验,并提出存在的问题和改进建议。Rural health services in the integrated management of village clinics to do a good job is a key aspect oi the work, especially in the implementation of the New Rural Cooperative Medical System in areas of compensation, if we do not implement the integrated management will be difficult to control the increasing regulatory risk, out-patient compensation will be not safe again, and then against the fund safety ultimate damage to the active participation of farmers together and trust. But throughout the 1990s in the course of the implementation of quick results, just from the formal completion of the integration that has become a half-cooked fried rice is not conducive to the establishment of long-term mechanism in the future. To this end, our most recent research focused on the economic situation in Shandong Province in the middle reaches of the level of integration in the city of Haiyang management, hoping to find the integrated management of the successful experiences and problems and suggestions for improvement.
