摘　　要：International anarchy is a fact in international relations,but not an existence. The non-existence feature makes it a completely different assumption compared with the natural state,and it becomes an empty and meaningless concept. After having been injected into some kind of social existence,it becomes the relevant Structure theory of international relations,reflecting the diverse and arbitrary filling characteristics of the concept.International anarchy is a fact in international relations,but not an existence.
