摘　　要：自1993年俄罗斯提出申请加入世界贸易组织至今已有16个年头了。俄美双边协议的签署曾经使得俄罗斯离WTO大门仅一步之遥,但随后俄美关系紧张加剧又让俄罗斯在入世问题上踯躅不前。回顾十多年漫长而艰苦的谈判历程,俄罗斯经历了不同的遭遇和对手,与美国等西方国家的较量也从无奈、被动逐步转向强硬、主动。普京政府上台后的强势战略、日趋好转的经济表现以及灵活有效的对外政策是俄罗斯在美俄博弈中取得主动的关键。而美国对俄战略的转变和调整以及美国政府换届也都成为影响俄罗斯入世进程能否顺利展开的重要因素。2008年的格俄战争以及当前仍在肆虐的全球金融风暴同样对俄罗斯入世问题产生深刻的影响。It has been sixteen years since Russia applied for WTO membership. The bilateral agreement between Russia and U. S. even left the accession with only one step, but the following strained relations made it at a standstill. Looking back on the hard long process of negotiation, Russia underwent very different encounters and met various opponents, and the bouts between Russia and western countries turned from helplessness and passiveness to toughness and initiative. Factors that made Russia become active in the game are the strong strategy after Putin took power, the changing economic performance, and flexible and effective foreign policy. The transformation and adjustment of U. S. strategy toward Russia together with the change of administration are key factors which affect Russia＇s WTO accession. The war between Georgia and Russia in 2008 and the ongoing global financial crisis will exert influence on Russia＇s WTO accession as well.
