儒家文化圈背景下的家庭价值观与社会保障制度

摘　　要：儒家文化圈有浓厚的家庭观念。以新加坡为首的儒家文化圈国家和地区坚持走"先家庭保护,后社会保障"的路子。在社会保障政策设计中融入家庭价值观,运用减税(费)、家庭内部转移支付、住房优先等激励性政策维系家庭的健全与稳定,维护家庭的保障功能,减轻国家社会保障的负担。这种以家庭为中心构建社会保障制度的做法值得我国借鉴,我国在养老保险、医疗保险等制度中都可以引入"家庭"这一概念,以维系家庭的保障功能。家庭保障和社会保障共同发展,我国才能以低成本度过人口老龄化高峰。The Confucian cultural circle is of rich family values. The Singapore led Confucian cultural countries and areas insist on ＂family support first and social security later＂. They integrate the social security policy with family value, and use the incentive policies including tax cut, domestic transfer payment and prior housing to maintain the family sanity and stability and to protect the family support functions for lighten the country＇s burden of social security. The family oriented social security system deserves our study. We can introduce the family concept into our endowment insurance and medical insurance to maintain the security function of family. The common development of family support and social security can help us to get through the flood tide of aging population at low cost.
