摘 要:改革开放30年来,"宏观调控"日益成为"中国模式"的重要组成。以科学发展观为指导,加强和改进宏观调控的关键在于制度建设与创新。绩效评估、法制建设、行政问责是宏观调控制度建设与创新的主要任务。绩效评估应以政策程序为评估内容、以程序成本为评估方法、以地方政府为评估对象;法制建设应从宏观调控法和绩效管理法两个进路出发;行政问责应以科学评估和法治调控为前提。由此形成的"三位一体"的制度体系仍要以宏观调控法治化为终极取向。Over the thirty years since reform and opening up in China, the macrocontrol has increasing become an important component part of the so-called "Chinese mode". Guided by the concept of scientific development, what counts for the strengthening and bettering of macrocontrol is the institutional construction and innovation, the chief targets of which are the performance evaluation, the building of legal system as well as the administrative accountability. The performance evaluation, according to the author, should take policy-making process as its content, the cost of the evaluation as its method, and local governments at various levels as its object. The building of legal system should take the law of macrocontrol and the law of performance evaluation as two points of penetration. And the administrative accountability should be predicated on scientific evaluation and legal regulation. After all, the "trinity" formed in the process of this institutionalization should take the legalization of macrocontrol as its ultimate orientation.
