摘　　要：当前,我国农村公共事业发展的现状是总体比较滞后,管理低效,发展环境较差。地方政府重视不够、发展战略严重偏差、自上而下的决策体制、公共事业发展主体和渠道的单一、约束监督机制缺失是农村公共事业发展滞后的主要原因。必须坚持以科学展观为指导,着眼于农村全面小康社会的实现和农村和谐社会的构建,按照统筹城乡经济社会发展的要求,加强和完善农村公共事业发展新的投入与保障机制。The current situation of rural area public utilities in China is： less-developed, low efficiency and bad environment. The local government＇s less attentions, lack of developing strategy, the single policy making system, the simple main body and channel of public utilities, and the lack of supervision system are the main causes restraining the development of public utilities in rural areas. Therefore, we must insist on taking the scientific outlook on development as guideline, focusing on the realization of harmonious society and well-off society in rural areas, according to the planning of rural-urban coordinatied development, to reinforces and perfects the public utilities development in all round way.
