摘　　要：三峡工程实行“静态控制，动态管理”的造价管理和控制体系；采用合理确定造价，有效控制与实施全程动态管理的方法；编制业主执行概算作为造价管理和控制的主要依据；制定枢纽工程价差计算办法来规范价差补偿工作。A cost control and management system characterized by 'static control &dynamic managemment' has been applied in the construction of the Three Gorges Project. An approach has been employed combining reasonably fixing of costs with effectively control and implementation of dynamic all - around process management. Anexecutive estimate compiled by the Owner is specified as the major grounds for costcontrol and management. The price compensation is standardized based on the establishment of price difference computation paractice for the main works.
