摘　　要：在分析气候变化挑战、气候政策分析特殊性及其内容的基础上,归纳气候政策分析的主要方法:量化历史责任的分析方法、确定政治影响的分析方法、经济成本和效益的分析方法、未来趋势预测的分析方法;提出气候政策分析的框架模式,剖析各分析模块之间的联系。Based on the analysis of the challenges of climate change, the general theories and methods of policy analysis, some new method concepts for climate policy analysis are concluded, which include quantitative analysis method for historic responsibility, method for politics impact analysis, method for cost and benefit analysis, and method for future scenario forecast. A framework for climate policy analysis is put forward in the end, which is divided into three interactional modules：climate policy process, environmental objectives, and benefit objectives. The complex affiliations of the three modules are also analyzed.
