摘　　要：基于新疆经济的发展与该地区制度变迁密不可分这一假设,设计并实现对制度变迁的量化,定量估算了新疆地区制度变迁对经济增长的贡献度,验证了制度创新与经济增长的关系。最后,通过进一步的分析和比较,指出西向开放的大背景下新疆地区要促进经济发展所要进行的体制改革的重点和难点。Based on the assumption that the economic development of Xinjiang and institutional change of the region are inseparable, the quantification of institutional changes were designed and implemented, and then the contribution of the institutional changes to the economic growth of the Xinjiang region was estimated quantitatively, and the relationship between the system innovation and economic growth was also verified. Finally, through further analysis and comparison, the focus and the difficult of system reforming which can promote the economic growth of Xinjiang in the background of opening to the west were point out.
