基于SWOT分析的资本输出子项目开放战略

摘　　要：关于资本项目开放的争论由来已久。从收益层面来看,资本项目的开放有助于降低我国企业对外投资的交易成本,便于我国"走出去"战略的实施等。当然从负面效应看,在现行汇率制度下,资本项目开放也使我国运用货币政策调控国内宏观经济的有效性降低等。SWOT矩阵法最早应用于企业管理中,它用系统的思想将似乎独立的因素相互匹配起来进行综合分析。本文运用SWOT矩阵法对我国资本项目开放所处的情景进行分析得出,现阶段我国可着眼于资本输出子项目的开放。There is a long-standing controversy on the capital liberalization. From the revenue perspective, opening up the capital account is helpful to lower down the transaction costs of China＇s enterprises to invest overseas, to facilitate the implementation of ＂going out＂ strategy and so on. Of course, in view of the negative effects, under current exchange rate system, the openness of capital account also reduces the effectiveness of domestic macroeconomic regulation and control policies and so on. SWOT matrix method was first applied to enterprise management and it makes use of the systematic thinking to conduct a comprehensive analysis on seemingly independent factors. It can be drawn from the analysis on China＇s capital account opening scenarios with the SWOT matrix method that, at this stage our country could focus on openness of the capital sub-project.
