摘　　要：村级发展互助资金是中国政府在采用信用担保、抵押担保、民间借贷、外资援助等模式之后又一种新的农村融资形式,是国家财政扶贫资金使用的一种创新和探索。通过对宁夏彭阳县"村级发展互助资金"试点村进行调研,介绍其运行模式和应用效果,分析存在的问题,提出下一步改进措施。Mutual aid fund for development at village level is a new channel of rural financing following up the credit guarantee, collateral, non-governmental lending and foreign aid fund used by our government, which is an innovation and exploration of using financial and credit fund to support the development of the poverty-stricken areas and peasant household. This article introduced the model of mutual aid fund operation and its effects, analyzed the problems which existed at moment, and pointed out the measures to raise the efficiency of funds utilization in the next stage through conducting an investigation and study on procedure of fund use in two targeted villages in Pengyang County, Ningxia.
