摘　　要：依法治国已成为我国的基本国策,政府的行政行为不仅在实体和程序上要有合法依据,而且在行使行政权力过程中必须受到公民的监督,并承担违法行政的法律责任,以实现保障公民权利的目的。依法行政的程度越高,公民权利的保障质量就越高。Administering a country in conformity with legal provisions has become a fundamental national policy. Government administrating power should have legal evidence not only in entity and procedure, but also accept supervisions from citizens when exercising administrative power and be responsible for exercising administrative power illegally so as to guarantee civil fights. The greater degree we exercise administrative power in conformity with legal provision, the higher quality civil rights can be guaranteed.
