摘　　要：天津高等教育文献信息保障信息中心(TALIS)是19所天津高校图书馆在自愿基础上联合起来,承担着天津高校图书馆信息资源共建共享的重任。论文分别从资源、技术、人员、财务四个一级指标探讨适合TALIS的指标评估体系,并在此基础上提出相应的二级指标体系。Tianjin Academic Library ＆amp; Information System（TALIS） is combined by the 19 university libraries on the basis of voluntariness which undertakethes the jointly construction and communication of information resource between these libraries.This paper discusses the value of performance evaluation and the principle of economic,efficiency,effectiveness.
