国内查新选用外文数据库的必要性及策略研究

摘　　要：目前查新机构确定检索范围的依据主要是文献的语种和发表地,国内查新只针对国内数据库进行检索。但是同时,由于我国科研的奖励机制使得我国大量科研论文在国外出版物上发表,依据文献的语种和发表地确定检索范围,使得国内查新项目在"查全"方面存在严重的缺陷,从这个角度来看,外文数据库应该列入国内查新项目的文献检索范围。Novelty search institutions to determine the scope of retrieval is mainly based on the languages and published literature.The retrieval scope of domestic novelty search only retrieval domestic database.But at the same time, because of the incentive mechanism in China R ＆amp; D makes a large number of scientific papers published in foreign publications. It makes the existence of serious shortcomings in the＂recall＂of domestic novelty search to determine the scope of searches according as the languages and published literature. From the point of view, the foreign language database should be included in the scope of domestic novelty.
