摘　　要：水利工程前期工作是工程建设与管理的基础,近几年水利行业迎来了前所未有的大发展,水利前期工作成果丰硕,但也存在着前期工作质量下滑的局面。文中就水利前期工作质量下滑的原因和解决措施进行了探讨。The pre-phase work is the foundation for the construction and management of water project. At present, an unprecedented development of the construction of water project has appeared in China. Though remarkable achievement has been obtained during the pre-phase work of water project, the decrease of the quality of the work is presented therein ; for which the causation of the problems and the measures to solve them are discussed herein.
