摘 要:对浙江案例的分析表明,在我国现行水污染治理体制下,流域内各行政区域间的激励不相容导致流域水污染的持续和加剧,也导致地方政府污染治理监督强度和治理强度上明显的激励不足。通过自主协商和横向资源转移等机制强化上游的治理、融资和监督激励,在协商一致的条件下实施异地补偿性开发,可有效地实现分散信息下的上下游之间的激励相容,推动流域水污染治理和流域水环境的改善。This article indicated to the Zhejiang case's analysis that under the Chinese present water pollution government system, in the basin the various administrative regional drives was not accommodating has caused basin water pollution continuing and intensifies, also caused the Local authority to pollute in the government surveillance intensity and the government intensity the obvious drive insufficiency. Through independent mechanisms and so on consultation and crosswise resources shift strengthens the upstream the government, financing and the surveillance drove that implements the different redemptive development under the consultative consistent condition, but realizes under between the dispersion infornlation upstream and downstream drive to be accommodating effectively, promotes the.basin water pollution government and the basin water environment improvement.
