旅游业对上游产业生态补偿机制的研究

摘　　要：流域内产业间生态补偿是流域生态补偿的一种具体形式,它是流域内生态受益产业对上游生态保护产业的直接补偿。本文以旅游业为例,阐述了旅游业与流域水资源的关系;从补偿、受偿、产业间生态补偿的内容,对旅游业对上游产业补偿的主体进行了界定;从理论和实际出发,确定旅游业对上游生态保护产业的补偿标准。提出旅游业对上游产业的补偿可以采用资金、实物和福利补偿等形式;并就旅游业对上游产业生态补偿的保障机制进行了探讨。Ecological compensation within one river among different industries is the concrete form of basin ecological compensation. It is the direct compensation about the industries benefiting from the ecology to the industries that protect the ecology. This article takes tourism industry as the example, described the relationship between tourism and water resources of the river basin; from the contents of the compensation, be compensated, and ecological compensation among different industries, we defined the main body of the compensation between the tourism and the industries on upper reaches; and proceeding from the theory and the reality, we determined the compensation standard of the tourism industry to the industries on upper reaches. The compensation of the tourism industry to the industries on upper reaches can use the form of capital, material objects, and welfare; and we discussed the guarantee mechanism of ecological compensation of the tourism industry to the industries on upper reaches.
