摘　　要：公民政策参与是公民通过合法途径,以政策参与者的身份直接参与公共政策过程的行为。公民与公共政策的关系实质上是利益关系,根据这种利益关系可以对参与公共政策过程中的公民做出界分。公民政策参与实践中的问题在一定程度上是政治现实的反映,只有将公共政策体制和制度作为重要变量纳入分析视野,才能推动公民政策参与研究走向深入。There are problems of citizen policy participation research in mainland such as inaccurate definition, inappropriate choice of methodology and reference frame. Citizen policy participation can be defined ＂citizens participate directly in the process of public policy through legal means as policy participators＂; The relationship between citizens and public policy is essentially interest. According to this kind of interest, we make a distinction among citizens who are involved in public policy; The problems of citizen policy participation are reflections of political reality in a certain extent, only when we bring public policy system and institution as important variables into analysis, can the research of citizen policy participation be deepened.
