摘　　要："省管县"的财政和人事体制,作为浙江地方政府管理体制创新的最重要成果之一,是理解浙江现象的一个关键变量。这一体制同浙江的县域经济现象形成了密切的互动关系,给浙江经济社会发展带来了多重影响。在经济发展面临迫切的转型升级压力之际,积极推进"市县分治",深化省管县行政体制改革,已经成为浙江再造体制新优势的重要突破口。The financial and personnel system of 'province governing county',as one of the most important fruit of innovation of governmental administration system in Zhejiang local government,is the key variable in understanding Zhejiang phenomena.This system has formed closed mutual relationship with Zhejiang economy phenomena of county-level,which has brought about multiple effects on Zhejiang's economic and social development.When economy development has faced the burden of model-transfer upgrading,actively pushing forward 'managing cities and counties respectively' and furthering the province governing county administrative reform have become important breakthrough points in rebuilding system superiority in Zhejiang.
