摘　　要：为了应对新世纪的第一场国际金融危机,中央政府果断出台了扩内需、保增长的"十项新政",这预示着中国从2004年以来实施的稳健财政政策向更加积极的财政政策转型。新积极财政政策被期望发挥"四两拨千斤"的杠杆效应,实现稳定经济增长速度的目标,同时还必须避免矫枉过正,以有效发挥积极财政推进经济结构调整和增长模式转换的功能。To cope with the first international finance crisis on the 21th centry,China s central government decisively carried out ＂10 new deals ＂to expand the domestic demand,to guarantee the enconomy growth.It indicates that China launched an active fiscal policy from the stable fiscal policy since 2004.The active fiscal policy is oriented to play the lever role,stable the economy growth,promote economic structural adjustment and the conversion of economic growth mode.
