国外高校学生贷款资格审查的借鉴与启示

摘　　要：学生贷款是提高高等教育参与的有效途径,准确界定资助对象是实施学生贷款的首要环节。了解美国、日本和菲律宾三个典型国家的学生贷款资格审查的方式方法、优缺点等对我国高校学生贷款资格审查有借鉴与启示作用:中国高校学生贷款资格审查的基本目标是为了实现社会公平,应立足于我国国情,强化制度建设,建立完善的贫困生认定指标体系。Student loan is one of efficient approaches to the popularization of higher education, and to identify accurately the subsidized target is its initial step. This paper studies the principle for identification of the eligibility for student loan in Philippine, Japan and America and analyzes its merits and demerits. And their experience can be used as reference for China. The fundamental goal of determining the eligibility for student loan in China＇ s colleges and universities is to ensure social equity. So the identification system should be established according to the national conditions and improved by strengthening institutional construction.
