流通产业的垄断现象及其类型——与何大安教授商榷

摘　　要：中国流通领域垄断类型的复杂性在伴随着体制转轨不确定性的同时,要求我们结合体制因素对流通产业的竞争和垄断作出较为系统的分析。从产业组织的理论层面对中国流通产业运行中有可能出现的垄断问题的研究,必须结合竞争来展开;中国流通产业中的行政垄断现象明显,但自然垄断现象是否存在却出自研究者不同视角的理解;认为行政垄断和自然垄断的叠加或相容形成中国流通产业的局部垄断,并将其成因归结为中国经济体制转轨使然的观点,有着一定的合理性;但对这个问题的深入研究,必须讨论中国流通产业业已存在的垄断类型,必须对垄断现象展开系统的思考,不仅要考虑行政垄断和自然垄断的混合,而且要考虑到与其他垄断类型的混合。He Da＇an use ＂partial monopoly＂ to high generalized describe the actuality of Chinese industrial organization of circulation in his paper ＂Partial Monopoly in Chinese Industrial Organization of Circulation＂ （published in Academic Monthly, May 2008）. He believes that the partial monopoly is consist with administration monopoly and natural monopoly and explain the mechanism. But his explain is not comprehensive. The research of monopoly phenomenon must relate with competition, and that the area of circulation is full of competition request us explain how monopoly depart from competition in theory, even if we research the function of industrial organization of circulation with monopoly. If the definition of cost is not accurate, using the category of natural monopoly to explain industry of circulation will confuse the comprehension of natural monopoly. And there are complicated types of monopoly in area of circulation; we should explain phenomenon and type of monopoly in bigger visual threshold instead of only consider administration monopoly and natural monopoly. To deliberate He＇s point of partial monopoly in Chinese industrial organization of circulation, we must not only concern to the constitution of the theory of industrial organization of circulation, but also concern to influence of government policy. It＇s worthy to discuss.
