农地集中经营与粮食安全的辩证分析——走出农地集中的误区

摘　　要：农地适度集中在促进农民增收方面有一定的作用,但是,在保障粮食安全上却存在双面性。文章分析了农地集中经营方式及机械化生产等措施对实现粮食安全的可能性。并从推进粮食三种补偿制度、永久性基本农田建设制度、农田基础设施建设、农村集体经济组织强化、农田产能培植等方面提出促进粮食安全的配套机制。Moderate agricultural cropland concentration can promote the income of farmers to some degree.Yet when speaking of ensuring food security, it has both advantages and disadvantages.This article analyzed the possibility to realize food security in the management of concentrated cropland arid mechanized production and so on. It subsequently proposed some supporting mechanismsin in promoting the three compensation system, a permanent system for building basic farmland, infrastructure construction, strengthening the rural collective economic organizations and cultivation of farmland productivity and so on.
