科学发展观视域下学生资助政策体系的问题探讨

摘　　要：新的学生资助政策体系的健全与完善,要在科学发展观的指导下,基于制度供给需满足受资助者诉求的基础上,坚持科学发展,选择最佳的学生资助模式;坚持"以人为本",规范与完善经济困难学生认定程序;坚持全面协调,采用统筹兼顾的方法合理配置学生资助资源。使政策的价值在社会公正的基础之上得以实现。The improvement and perfection of the new policy system of subsidizing students must be guided by the scientific outlook on development. It must be based on the system＇s successfully fulfilling the application of the subsidy receivers. It must stick to scientific development, choose the optimal subsidy methods based on people-oriented principle, standardizing and perfecting the identifying procedure of students who have financial dit^eulties. We should also coordinate all sides, making overall plans and taking all factors into consideration while allocating subsidies to students reasonably so that the value of policies can be realized on the basis of social fair play.
