现行水利工程定额中人工预算单价的缺陷及改进建议

摘　　要：针对大量农民工从事水利工程施工直接影响了水利工程造价中人工费的合理性和准确性,从而造成工程造价文件的编制缺陷,分析了现行定额人工预算单价的组成、计算及存在的问题,并提出了农民工人工费计算的几点建议,期待有关部门尽快出台相关政策和措施,以保护农民工权益、维护工程造价的严肃性。A large number of migrant peasant workers engaging hydraulic engineering construction affect directly the rationality and accuracy of labour cost in hydraulic project cost, and result in the programming drawbacks of engineering cost document. The paper analysed the composition, calculation of present labor budget unit price and some existing problems, then proposed several measures for calculating the labour cost of migrant peasant workers, and looked forward to the related department adopting corresponding policies and measures to guarantee the peasant-workers＇ rights and interests and safeguard the seriousness of engineering cost.
