农村水电站更新改造外部激励机制体系的研究

摘  要:分析了影响浙江省农村水电站更新改造的外部因素,初步构建了外部激励机制框架,提出了包括电力体制改革机制、电价形成机制、绿色可再生能源配额制、税收政策、信贷体系及其他机制,建立了各子机制的方法与措施。结果表明,该机制有效可行,使农村水电站更新改造更符合市场运作规律,以便推动农村水电发展走上新台阶。Through grass-roots research we have analyzed the external factors effecting water and electricity upgrading in rural areas in Zhejiang Province. Preliminarily the framework of the external incentive mechanism is established. A system of external incentive system which contains the power reformation mechanism, price formation mechanism, renewable Portfolio Standard, tax policy, credit policy, as well as other mechanisms is constructed. At the same time, the establishment of various sub-mechanisms and measures is proposed and analyzed. Hydropower construction in rural areas in Zhejiang Province has been the focus of the work of the "new" to "upgrading". External incentives system will shift the focus in the workplace and play an active role. Upgrading rural water and electricity in line with the rules of market operation will promote the development of rural water and electricity to reach a new level.
