摘　　要：就水利水电工程中淹没处理及移民安置规划设计与实施过程中常觉得困惑的一些问题及概念，结合广西具体情况进行探讨，以求明确思想，达成共识，有利于减少移民工作实施过程中的困难，减少移民搬迁后遗症，加快库区移民的早日脱贫致富。Combining with Guangxi specific condition,the author probed into the problems and concepts while planning and carrying out reservoir submersion and migration-relocation, so that people can clear about the thinking ,reach the same opinion ,decrease the difficults of migration-relocation works carrying out and sequelae, quicken reservoir migrants early separating themselves from poverty and becoming rich.
