摘　　要：中国现行养老保障体系中,农村养老保障环节非常薄弱,迫切需要加强。文章依据相关统计资料对全国农村老年人口现状进行了分析,根据近几年农村社会养老保障制度探索的实践,提出建立农村老年津贴制度,并建立起老年津贴精算模型,对领取老年津贴的起始年龄、老年津贴标准、老年津贴增长机制等多种情况进行研究,分析了中国农村老年津贴制度的财务可行性。在此基础上,依据"财政可承受、制度可持续"的原则,提出了相关政策建议。Rural pension security is part of current social pension security system.However,the current security level is very low and needs to be improved urgently.This paper interprets life status of rural elderly population by analyzing relevant statistical data.Based on the practice of exploring rural social aged security system in recent years,the paper suggests establishing an aged allowance system in rural areas.To support it,we build an aged allowance actuarial model with the focus on finance feasibility in 3 situations respectively in terms of different aged allowance＇s starting age,aged allowance standard and its growth mechanism. In Conclusion, based On the ＂Financial sustainability, system sustainabitity＂ principle, the paper puts forward relevant policy proposals.
