基于综合管理思路的水资源管理模式探讨

摘　　要：介绍了我国水资源管理现状和水资源综合管理的内涵、目标及基本模式,提出了综合管理水资源的建议:①建立有效的协商机制;②建立市场化的水权管理制度;③建立健全用水总量控制和定额管理制度;④建立政府调控、市场引导、公众参与的节水型社会管理体制。The status quo of water resources management,the connotation,target and basic mode of integrated water resources management in China were introduced. Some countermeasures for the integrated water resources management were proposed: 1) the establishment of an effective negotiation mechanism;2) the establishment of a market-based water right management system;3) the establishment and improvement of a total amount control and quota management system of water utilization;4) the establishment of a management system of water-saving society with governmental regulation,market leading and public participation.
