延边州民族自治地方立法听证的制度构建

摘　　要：听证是公众参与立法的形式之一,对于提高立法的科学性和民主性具有重要作用。目前我国许多地方建立了立法听证制度,并取得了一定成效。在延边朝鲜族自治州,立法听证制度还没有建立起来,延边州立法时只是采用公开法律草案征求意见、举行座谈会和专家论证会的公众参与形式。通过对延边州立法听证制度的建立和程序设计进行探索,提出一些制度上的设想,希望能够为延边州立法公众参与制度的发展提供一点参考。The hearing is one of the different forms that the public participate in legislation. It has great significance for enhancing the scientific and democratic natures of legislation. At present, many areas in our country have established the legislative hearings system and have achieved some effects. This paper makes research on the establishment and procedure design of legislative hearings system in Yanbianzhou and proposes some system plans in order to provide some reference for the development of public participation system in Yanbianzhou legislation.
