森林生态效益补偿:现实依据及政策探讨

摘　　要：我国森林生态效益补偿制度在补偿范围、补偿标准和资金来源等方面还存在一些问题。文章简单分析了森林效益补偿机制的理论基础,重点阐述了实施森林生态效益补偿机制的现实依据,结合我国目前森林生态效益补偿存在的问题,提出要明晰补偿概念,科学核算补偿标准,拓展公共补偿的资金来源,为市场补偿创造条件,并对建立我国分层次、多渠道的森林生态效益补偿机制提出了具体建议。There are many problems in the compensation scope, compensation standards, sources of funding and other issues of China＇s forest ecological benefit compensation system. This paper took a simple analysis on the theoretical basis of the compensation mechanism of forest benefits, focused on the realistic basis of implementation of forest ecological benefit compensation mechanism. And some suggested measures such as defining concept of compensation, scientific accounting of compensation standards, expanding sources of common compensation funds and paving the way to market compensation were proposed concerning the existing issues of China＇s forest ecological benefit compensation. Also some specific suggestions are given on establishing a level-division and multi-mode system of China＇ s forest ecological benefit compensation.
