农村公共体育产品供给制度创新研究——基于公共产品理论视角的服务主体研究

摘　　要：文章概述了农民参与农村公共体育产品决策的意义,指出当前我国农村公共体育产品供给制度中缺少农民的参与,致使政府作出的决策不能客观反映农民对体育公共产品的需求和意愿,造成公共体育产品供需结构失衡和公共资源配置效率低下;提出坚持科学发展观和以人为本的执政理念,构建农民参与的公共体育产品供给制度,以持续、有序地增加农村公共体育产品的有效供给,加快新农村建设的步伐,促进新农村的全面发展。The present study summarizes the significant role of farmers together with the government in deciding the availability, allocation and proper supply of public sport products in the rural areas. At present, farmers show their unconcern and they don＇t want to take part in the meetings and discussions on supplying sport products to the rural areas. Therefore, the government has to take their decisions with the help of their policy makers. The decisions taken by them in absence of farmer representatives did not reflect the actual needs and desires of actual rural individuals. Sometimes this re suits into an undesirable and improper allocation of the sport products. Therefore, keeping the humanity and the fact that ＇success of a country inhabits in villages＇ in mind, the rural sports product supply system should be constructed by including the farmers and encouraging them to take part in decision makings in national interests. This will certainly accelerate the physical and social development of rural community.
